Motion Blur
The Motion Blur filter allows you to blur in a particular direction and at a particular strength. Use this filter to simulate taking a picture of a moving object using a fixed exposure time.
1. Choose Effects > Blur > Motion Blur
2. Use the following options:
  Angle
This option allows you to set the direction of motion.

Min = 0, Max = 180, Default = 0.
  Radius (px)
Determines the number of pixels surrounding the pixel that affect the blurring. The greater the value, the more obvious the blurring.

Min = 0, Max = 100, Default = 10.
