Star Lens Filter
The Star Lens Filter filter allows you to simulate a star lens filter (also known as cross screen filter) and make night scenes more glamorous. It adds star streaks to lights and highlights in an image. This filter can become very slow when working with very large images.

 Choose Effects > Stylize > Star Lens Filter

Click the Star Lens Filter button
2. Use the following options:
  Strength
This option allows you to specify the strength of the effect.

Min = 0, Max = 100, Default = 80.
