The Oil Painting filter allows you to turn the image into an oil painting.
1.
Choose Effects > Painting > Oil Painting
2.
Use the following options:
Brush Size
Sets the brush size in pixels.
Min = 1, Max = 8, Default = 2.
Coarseness
Try different settings until you are satisfied with the effect.
Min = 3, Max = 255, Default = 50.
